This Instruction provides direction to Principals and Education Facility site managers to ensure Ancillary Workers are vaccinated in accordance with Directions issued by the Chief Health Officer prior to entering or remaining on an Education Facility.
1.1 The Director General of Education has authority, pursuant to Section 233 of the School Education Act 1999 (Act), to issue instructions to persons performing functions in the Department.
1.2 On 22 December 2021, the Chief Health Officer issued the Education Worker (Restrictions on Access) Directions (No. 4) (Education Directions). A copy of the Directions are available on the WA Government Website, www.wa.gov.au.
1.3 The Education Directions restrict an Education Worker from entering or remaining in an Education Facility, which includes a School, Boarding Premise, Community Kindergarten or Statewide Services Padbury, unless the Education Worker has been vaccinated in accordance with the Directions. A term used in this Instruction has the same meaning as that term is used in the Directions.
1.4 On 7 January 2022, the Chief Health Officer issued the Booster Vaccination (Restrictions on Access) Directions (No. 2) (Booster Directions). The Booster Directions specify the booster vaccination requirements applicable to Education Workers entering an Education Facility. A copy of the Booster Directions is available on the WA Government website, www.wa.gov.au.
1.5 CEO Instruction: Entry Restrictions No. 3 to an Education Facility Booster COVID-19 Vaccination Requirement (CEO Instruction No. 3) adds to CEO Instruction: Entry Restrictions No. 2 (Version 2) to an Education Facility dated 23 December 2021 (CEO Instruction No. 2). The two Instructions are required to be read together from the date of this Instruction.
1.6 CEO Instruction No. 3 is issued for the management of the Education Direction and the implementation of the Booster Direction by the Department. This Instruction adds to the Vaccination Requirements set out in paragraph 3 of CEO Instruction No. 2 by requiring:
(a) An Ancillary Worker to receive a booster dose of the COVID-19 vaccine (Booster Vaccination) within one calendar month of the date the individual first became eligible for Booster Vaccination, or by 5 February 2022, whichever is latest.
